Example of a Calculation Method

For example, where an applicable framework defines a particular amount of qualifying educational time as one credit unit, the provider would calculate the credit based only on the qualifying instructional or educational component of the activity.

Partial Participation

Providers should establish how partial participation is handled when a participant does not complete the full educational activity.

Where partial credit is permitted, the calculation should be consistent, documented, and supported by reliable participation records.

Where the applicable requirements require full completion, providers should not award the full credit value to participants who have not satisfied the stated completion requirements.

Attendance and Participation Records

Credit should be supported by reliable evidence that the participant completed the required educational activity.

Learning Objectives and Credit

Breaks and Non-Educational Time

Providers should clearly identify periods that are not part of the qualifying educational activity.

Breaks, meals, networking, administrative activities, and other non-educational periods should not automatically be included in the calculation of qualifying educational time.

Providers should maintain documentation supporting the credit assigned to each activity.

Certificates and Credit Values

Where a certificate is issued, the CPE or CEU value shown on the certificate should match the provider’s underlying records.

Providers should ensure that certificates are accurate and do not state a credit value that cannot be supported by the educational activity and applicable calculation method.

Quality Assurance of Credit Calculations

CPE and CEU Are Not Automatically Interchangeable

External Recognition

The credit value assigned to an educational activity does not automatically determine whether the activity will be accepted by an external professional association, licensing authority, regulator, employer, or credentialing organization.

Participants should verify the applicable external requirements before relying on CPE or CEU credit for professional, licensing, certification, or credential-renewal purposes.

For Providers

Providers should establish a documented credit-calculation procedure and apply it consistently across qualifying activities.

The procedure should identify how educational time is determined, how credit is calculated, how partial participation is handled where permitted, and how supporting records are maintained.

For Participants

Participants should review the credit information provided for an activity and retain certificates or other documentation issued by the provider.

Where continuing education is required for a specific professional or regulatory purpose, participants should confirm that the credit is acceptable to the organization imposing that requirement.
